Taiwan's military is quietly scrapping a long-held preference for military-specification hardware. Under Defense Minister Wellington Koo (顧立雄), the armed forces have adopted a procurement philosophy that asks one question above all others: what system is actually best suited for the job — regardless of whether it comes off a military, commercial, or civilian production line.
The shift is visible in both institutional structure and individual purchasing decisions, and it marks one of the more consequential, if low-profile, reforms of Koo's two-year tenure.
Koo's DIO Accelerates Taiwan's Emerging Technology Acquisitions
At the center of the change is the Defense Innovation Office (DIO), which Koo established after taking office in May 2024. Rather than running every acquisition through the military's traditionally slow and rigid procurement pipeline, the DIO uses multiple parallel channels to source emerging technology products. Small-batch purchases are placed first, allowing for testing and evaluation before any decision on mass production is made. The approach compresses timelines that previously stretched for years.
The results are showing up in specific programs. The Military Police Command has moved to procure the US-made M-ACE AGT counter-drone system through a commercial sales channel — bypassing the standard government-to-government arms sale process — equipping a 30mm chain gun and high-explosive rounds on a light pickup truck platform rather than a dedicated military tactical vehicle. The decision to use a pickup truck rather than a standard light tactical wheeled vehicle is not incidental; it reflects a broader strategic logic that Koo articulated in the interview.
Mobility and Concealment Now Drive Taiwan's Platform Choices
Survivability, Koo told reporters in the roundtable that included Storm Media, is no longer primarily about armor or defensive systems. It is about mobility and what the military calls "de-identification" — making military assets invisible within civilian environments.
"In the future, the public may see a lot of container trucks," Koo said, "but those container trucks will be military vehicles — and the outside world simply won't know what's inside." The logic is direct: a vehicle that blends into civilian traffic is harder to target than one that announces itself as military hardware.
This principle is reshaping how the armed forces approach not just vehicles but the full range of platform choices. Drones now operate under a "military-commercial specification" hybrid standard. Some units have moved entirely to civilian vehicles for certain roles. The military-spec-or-nothing assumption that governed procurement for decades has effectively been retired.

The strategic rationale was elaborated by Lt. Gen. Huang Wen-chi (黃文啓), Director of the Ministry of National Defense's Strategic Planning Division, who joined Koo at the roundtable. He offered a pointed contrast with the US military model.
American military vehicles are engineered to fight anywhere on earth — tires, suspension, and chassis all designed to handle the terrain of multiple potential theaters simultaneously. That universal-readiness requirement drives expensive, heavy military specifications. Taiwan's situation is fundamentally different. The defense environment for Taiwan and the Penghu Islands is geographically constrained and relatively predictable. There is no requirement to fight in the Sahara today and the Korean peninsula tomorrow.
"Whatever system or platform is most suitable for us becomes the target," Huang said. "Whether it is dual-use, military-spec, or purely civilian — all of it will be considered with greater flexibility in our force development planning." The standard is fitness for Taiwan's specific defensive mission, not conformity to a universal procurement template inherited from an ally with entirely different operational needs.
Together, the DIO framework and the shift away from military-specification dogma represent a procurement culture that Koo has worked to institutionalize since taking office — one that prioritizes speed, adaptability, and battlefield relevance over process compliance and historical precedent.
