A delegation from Tainan joined business representatives and city officials in Poland's Pomerania region on July 24 to sign a memorandum of understanding establishing a Taiwan-Poland AI Robotics Alliance — a step that organizers say could transform a diplomatic relationship into a functioning industrial supply chain.
Civilian Business Network Converts Diplomatic Visits Into Deal Flow
The Taiwan-Poland Chamber of Commerce (TAIPO)served as the organizing backbone for the visit, connecting the Tainan city government directly with Polish government agencies, investment promotion bodies, and technology industry partners. TAIPO Chairman Chao Chung-chieh (趙忠傑) said the group had spent years building a political and commercial network on both sides and was now positioned to convert high-level exchanges into concrete cooperation on technology, investment assessment, and market expansion.
The delegation held discussions with officials from Pomerania Province, the cities of Gdańsk and Gdynia, and Poland's Ministry of State Assets. It also engaged with Rumia Invest Park, InvestGDA, and the Pomerania Regional Development Agency — gathering detail on available tech parks, engineering talent pools, logistics infrastructure, and the practical requirements for establishing a business presence in the region.
The complementary strengths of both sides form the core of the argument for partnership. Tainan brings an industrial base in semiconductors, precision machinery, aerospace components, automation, and smart manufacturing. Pomerania counters with port logistics capacity, an established high-tech cluster, and favorable positioning for access to the broader EU market. Whether those strengths can be woven into a shared cross-border supply chain is the question the alliance will need to answer.

Terra Robotics UGV Demo Points to Taiwan's Defense Supply Chain Role
The event featured a demonstration of the HEXA 300, a heavy unmanned ground vehicle developed by Polish defense technology company Terra Robotics. The tracked vehicle can carry payloads of up to 300 kilograms and is built to operate in complex terrain and high-risk environments, including for logistics runs, equipment deployment, and reconnaissance support.
For Taiwanese companies in attendance, the vehicle itself was only part of the story. The HEXA 300 represents a demand signal for the full component stack underneath it — semiconductors, sensors, communication modules, control systems, precision parts, and software integration — all areas where Taiwan's technology sector holds a structural advantage.
Chao said that if cooperation progresses from component supply into joint R&D, local assembly, and market services, the Taiwan-Poland relationship could upgrade from straightforward product trade into a long-term industrial partnership.

Tainan and Pomerania Sign MOU for Joint AI Industrial Alliance
The formal centerpiece of the visit was the signing of a cooperation memorandum to establish the Taiwan-Poland AI Robotics Alliance Preparatory Office. Signatories included Chao Chung-chieh, Director-General of the Economic Development Bureau, Tainan City Government, Chang Ting-yuan (張婷媛), and Pomerania Development Agency Director Sławomir Kosakowski.
The preparatory office is designed to connect government bodies, private enterprises, and research institutions across the two regions, with a focus on AI, robotics, automation, smart manufacturing, and unmanned vehicles. TAIPO is also advancing plans for a Taiwan-Poland AI Smart Industrial Park, intended to consolidate Taiwan's technology manufacturing capacity with Poland's land, labor, logistics network, and European market access.
VR Welding Simulations Expose Smart Manufacturing's Talent Gap
During the visit, Mayor Huang Wei-che (黃偉哲) and Chao Chung-chieh experienced a virtual reality industrial spot welding simulation at a robot programming center — a demonstration that pointed directly at one of the persistent structural challenges in modern manufacturing.
Introducing robotics and automation into a production environment does not eliminate the need for skilled workers; it changes what those workers need to know. Programming, equipment operation, and process integration become the critical competencies, and they are difficult to develop quickly at scale. VR-based training addresses part of that problem by reducing the risks of hands-on practice and compressing training timelines, while making technical curricula easier to replicate across facilities.
Expanding the cooperation into joint training programs, shared technical certification standards, and industry-academia exchanges could help both sides address labor shortages and close the skills gap that is slowing smart manufacturing adoption.

City Diplomacy's Real Test Is Orders, Not Agreements
The Taiwan-Poland exchange represents a model of city diplomacy that reaches beyond the ceremonial — but whether it succeeds will ultimately depend on commercial outcomes rather than signed documents. Finding reliable local partners, navigating EU regulatory requirements, and building sustainable talent pipelines and after-sales service structures are the practical hurdles that follow any memorandum.
The alliance preparatory office gives the relationship an institutional anchor. But converting that structure into enterprise relocations, joint development projects, and actual purchase orders is the work that still lies ahead — and the only measure by which city diplomacy can function as a genuine entry point into the European market.
