Floodwaters that submerged swaths of southern China's Guangxi Zhuang Autonomous Region this month tore open a reservoir built by hand during the Great Leap Forward, trapped more than ten thousand students inside a flooded school compound, and reignited a long-running argument in China over who is allowed to help when disaster strikes. The damage is still being tallied. A second typhoon is already bearing down on the coast.
The remnants of Typhoon Meisha (recorded in China as Meisake) crossed inland over Guangxi in early July, dumping what meteorologists called historically extreme rainfall on the region's central and southern counties. Some locations recorded more than 600 millimeters of rain in 24 hours; others approached or exceeded 700 millimeters. Rivers around Nanning, Guigang and Hengzhou blew past warning thresholds, in some cases setting new records. Streets became rivers. Farmland, villages and school dormitories went under.
A Mao-Era Reservoir Gave Way in Hengzhou
The disaster's sharpest edge fell on Hengzhou, where the Liulan Reservoir failed. The structure was raised in 1958 by 35,000 laborers working largely with hand tools, part of the infrastructure push of the Great Leap Forward. Its dam rises 42 meters and controls a catchment of 195 square kilometers, and for decades it has been the main source of irrigation and drinking water for a wide agricultural belt.
It is not an isolated case. Much of Guangxi's reservoir stock dates to the same era, machinery built more than half a century ago for rainfall patterns that no longer hold. Authorities have poured roughly 300 million yuan into upgrading the region's aging reservoirs in recent years, and the Ministry of Water Resources directed a further 380 million yuan toward irrigation-district improvements starting in 2024. Officials had described the result as a significant strengthening of flood defenses.
The breach argued otherwise. When the floodwaters overtopped the dam, the opening that formed sent a surge through villages downstream. Social media video and distress messages sent directly to this reporter showed residents stranded on upper floors without power, running water or food, while pigsties, fish ponds and entire harvests were wiped out.

Ten Thousand Students Were Trapped for Two Days
Among the hardest-hit sites was the Guigang Education Park, where several boarding schools sit close together. More than ten thousand students and staff at Guigang Senior High School, Dajiang International School and nearby institutions were cut off for two days as water climbed to the third floor, taking out electricity, running water and food supplies with it.
One message from inside the compound circulated widely on Chinese social media: twenty-two boys were sharing ten steamed buns. Parents waited outside for word of their children, and in some low-lying villages, residents who had not been reached by official rescue teams waded in to help each other.
Beijing officials have said evacuations elsewhere were carried out in time. But the volume of grassroots appeals for help, still surfacing from remote and low-lying areas days into the crisis, suggests official rescue capacity did not stretch evenly across the disaster zone.
Stability Rules Leave Volunteer Rescuers Boxed In
As the floodwaters rose, Chinese social media filled with old photographs of former leaders Jiang Zemin and Hu Jintao touring past flood zones — and, more pointedly, images of Nationalist leader Chiang Kai-shek inspecting flood damage during the Republican era. The circulation of the images read as a quiet form of pressure on the current leadership to pay attention.
The more telling story, though, is what happens to people who try to help without waiting for permission. Xiang Dongliang, a widely followed Chinese political commentator, wrote that local governments were suppressing independent reporting and grassroots coverage in the name of preserving social stability, producing a wide gap between what disaster victims actually experienced and what state media described.
He pointed to a precedent set in May, during flooding in Shimen County, Hunan. Three Blue Sky Rescue teams from Henan province — based in Yichuan, Yiyang and Songxian — crossed provincial lines to help without first securing approval, gave interviews to journalists at a highway toll station and posted video updates online. Henan's Blue Sky Rescue oversight body later reprimanded all three teams for unauthorized cross-regional deployment and for "privately filming and releasing videos, triggering online public opinion and causing extremely adverse social impact," ordering them to withdraw and issuing written warnings.
The episode illustrates a hard boundary in Chinese disaster response: volunteer groups are expected to operate strictly inside official command structures, and independent action, however well-intentioned, risks being treated as disorder rather than aid. In Guangxi, out-of-province rescue teams did take part, but generally only after registering immediately with local authorities and folding into a unified command.
Xiang described what he called the most paradoxical part of the dynamic: some of the loudest voices accusing journalists of stirring up chaos came from within the disaster-hit communities themselves. He was careful to say this was not an indictment of the victims, who he described as doubly harmed — first by the flood, and second by years of messaging that treats stability as the highest value. Those most vocal about coverage threatening social order, he added, were often more concerned about scrutiny reaching their own positions.
A Warmer Atmosphere Is Compressing China's Warning Windows
Guangxi's flooding fits an increasingly familiar pattern rather than standing apart from it. The 2021 deluge in Zhengzhou, Henan, killed hundreds and overwhelmed a major city's infrastructure. The 2023 floods across Beijing, Tianjin and Hebei set off public anger over controlled reservoir releases that shifted floodwater onto some communities to spare others. Between 2024 and 2025, the Pearl River and Yangtze basins repeatedly recorded flood peaks above warning level. Chinese authorities have themselves acknowledged that this year's main flood season carries extreme precipitation risk in both the north and south simultaneously.
Even as Guangxi works through recovery, Typhoon Bavi is forecast to make landfall on China's eastern coast between July 10 and 12, and the Ministry of Water Resources has warned it could push moisture into already-saturated river systems across north and northeast China and the Yangtze basin, raising the risk of cascading floods across multiple watersheds at once.
Climate scientists attribute the shift to a straightforward mechanism: a warmer atmosphere holds more moisture, so rain that once fell over days now arrives in violent, compressed bursts. This reporter, based in northern China, has watched the shift firsthand this year — temperatures above 40 degrees Celsius have become routine across the North China Plain, followed by sudden hailstorms, while Beijing has seen a marked rise in severe thunderstorms and high winds. In Baoding, Hebei, a piedmont city that has historically seen only modest rainfall, the rainy season this year arrived nearly two weeks ahead of schedule.
The floodwaters in Guangxi will eventually recede. The conditions that produced this crisis — reservoirs built for a climate that no longer exists, warning windows that keep shrinking, and a political system that treats independent rescue and reporting as a risk to be managed rather than a resource to be used — will not. With Bavi still approaching, China's 2026 flood season is shaping up less as a single emergency than as an extended test of how much simultaneous strain the country's water infrastructure, and its information controls, can absorb.
