Taiwan's Drone 'National Team': Strategic Breakthrough or Expensive Mirage?

Money Without a Master Plan

During the Iran-U.S. conflict, Iranian drones shot down American Apache helicopters. When two aircrew members were downed into the Strait of Hormuz, it was an unmanned surface vessel that rescued them. The lesson was clear: unmanned systems are no longer confined to combat — they now conduct rescue, reconnaissance, escort, and logistics missions. Autonomous warfare has fundamentally reshaped the modern battlefield.

Taiwan's government has recognized this shift, at least in budgetary terms. The Executive Yuan has proposed a special procurement bill — the Act for Autonomous and Self-Defense Unmanned Vehicle Procurement — with planned spending of up to NT$210 billion. Fifteen ministries and agencies have collectively earmarked an additional NT$19.2 billion for drone-related budgets. But stacking up money is not the same as building a strategy. What Taiwan has assembled so far is the appearance of a drone national team, not the substance of one. The question worth asking is whether this represents the foundation of Taiwan's next strategic industry — or an expensive fireworks display with no coherent design behind it.

Look at Ukraine. No modern conflict has demonstrated the potential of unmanned systems more comprehensively. Ukrainian forces used first-person-view (FPV) drones to turn front lines into kill zones for Russian armor. Long-range drones struck deep into Russia, hitting oil refineries, fuel depots, arms factories, and logistics hubs. Unmanned surface vessels systematically pushed Russia's Black Sea Fleet into retreat — a campaign that arguably helped bring Moscow to the negotiating table. The underlying economics are devastating for the defending side: Ukraine launches cheap drones while Russia must respond with expensive missiles. This Ferrari-versus-bicycle cost asymmetry has upended the economic logic of modern war.

Ukraine's hardest lesson for Taiwan is this: future wars will not be won by whoever buys the most expensive weapons platforms. They will be won by whoever can turn large quantities of cheap, expendable, rapidly upgradeable unmanned systems into a functioning kill chain. That standard should be the primary lens through which Taiwan evaluates its purchase of the MQ-9B Reaper.

The MQ-9B Reaper: Too Expensive, Too Visible, Too Vulnerable

The MQ-9B Reaper offers long endurance, standoff reconnaissance, maritime surveillance, and intelligence-gathering capability. Taiwan's purchase of four aircraft — together with two ground control stations, spare parts, and logistics support — costs roughly $600 million, or approximately NT$15 billion. That works out to nearly NT$4 billion per aircraft.

The problem is survivability. On radar screens, the Reaper is a large, slow-moving target. In operations against Iran, U.S. forces lost at least 24 of these aircraft — roughly 20 percent of their total fleet of this type. By contrast, a standard military-grade drone on the open market costs around $1 million. The price gap between the two is not a rounding error; it reflects fundamentally different strategic assumptions about how air power should be deployed.

Taiwan's situation makes the Reaper's vulnerabilities more acute, not less. The PLA fields high-density missile systems, rocket artillery, layered air defenses, electronic warfare capabilities, satellite surveillance, and gray-zone harassment operations. A handful of large, expensive drones — however capable — will not survive long in that environment once hostilities begin. They cannot be replaced quickly during wartime. And if they are destroyed early, Taiwan will be left with no low-cost unmanned alternative to fill the gap.

The record from Ukraine and the Middle East is unambiguous: suicide drones costing tens of thousands — or even thousands — of dollars have repeatedly destroyed military assets worth millions or billions, including fuel storage, power infrastructure, and weapons factories. And unmanned systems are not purely a military asset. Their civilian applications are vast, as demonstrated by DJI's dominance of the global consumer drone market from mainland China. Taiwan needs systems that can be produced at scale, adapted quickly, and deployed across both military and dual-use contexts.

Taiwan Needs a Drone Strategy, Not a Drone Shopping List

The Executive Yuan's special procurement bill runs to four pages. It appropriates funds to buy drones and unmanned surface vessels — in much the same way Taiwan's NT$1.25 trillion defense special budget was assembled — without a coherent framework governing what is being bought, why, or how it fits into an integrated operational concept.

Taiwan needs a national drone strategy, not a national drone catalog. That requires institutional reform across several dimensions.

First, drone technology evolves faster than any one-time procurement cycle can accommodate. Rather than a special budget passed in isolation, Taiwan should legislate a Drone Industry Development Act that sets explicit policy goals, program timelines, implementation benchmarks, and systematic incentives for private investment and innovation. The first phase should prioritize mass production of low-cost drones, domestic supply chain development, and streamlined procurement processes. The second phase should focus on AI-enabled autonomous flight, swarm operations, and command-and-control integration. Future conflicts will be decided not only by hardware but by software and artificial intelligence — including AI systems capable of processing drone imagery in real time to generate battlefield intelligence at speed and scale.

Second, because drone procurement directly affects national security, both the ruling and opposition parties should jointly establish a Drone National Development Oversight Committee, composed of government representatives, legislators from across the political spectrum, industry, and academia. The committee should publish regular progress reports and procurement outcomes. All contracts — except those involving classified specifications — should be disclosed through a transparent public platform open to scrutiny.

Who Holds Taiwan's Drone National Team Accountable?

Third, Taiwan must establish a domestic certification framework to prevent market concentration among a small number of large or foreign-linked firms, and to ensure that small and medium-sized enterprises can participate in the supply chain. The government should institute regular performance reviews: if a company that has received budget allocations fails to meet technical benchmarks or falls behind the pace of battlefield innovation, its funding should be reduced or reallocated immediately. Not a dollar of public money should be wasted on underperforming contractors.

The broader strategic window is real and finite. As the United States and its allies accelerate unmanned force development, the coming decade may represent the most significant growth period the aerospace and defense industry has seen in a generation. Taiwan's ruling and opposition parties should jointly produce a ten-year national unmanned vehicle strategy blueprint — a document durable enough to survive changes in government and immune to reversal by partisan politics.

Taiwan's drone industry today stands where its semiconductor industry stood thirty years ago. Early and disciplined investment then produced Taiwan's most strategically consequential export sector. The same outcome is achievable with drones — but only if the foundation is built on strategy rather than spending.

Global defense expenditure runs at roughly $3 trillion annually, and procurement priorities are shifting: fewer expensive platforms, more low-cost drones, counter-drone systems, and interception technology. Both sides of Taiwan's political divide agree that unmanned systems are essential to the island's defense. What they have not yet agreed on is how to build that capability without letting it become a procurement exercise that collapses the moment a new government takes office.

A former commander of U.S. Indo-Pacific Command has described a Taiwan Strait conflict as a potential "hellscape" saturated with drones. Meeting that threat requires Taiwan to stockpile at least one million unmanned systems. That scale of demand represents an enormous commercial opportunity — one that domestic and foreign manufacturers are already positioning to capture. It is also a matter of national survival. Taiwan's drone national team will need far more than budget allocations to fulfill that mission. It needs rigorous oversight, institutional discipline, and a strategy built to last.
