To understand the watershed moment for the technology in 2026 and 2027, experts argue that the key lies not in technological breakthroughs, but in the delegation of decision-making authority and the simultaneous lack of institutional accountability.
Analysts note that concepts likeArtificial General Intelligence (AGI) andSuper AI—hypothetical stages of human-level or superhuman capability—remain long-term concerns and are not the immediate governance challenges facing enterprises and governments today.
The evolutionary chain from "capability formation" to "action authorization" has created a governance paradox.
When AI acts only as an advisor, errors are viewed as information bias. However, once systems begin executing decisions, errors transform into real costs and public risks.The danger lies in the "responsibility vacuum" created when action authority is delegated without a corresponding framework for accountability.
In high-risk sectors such as telecommunications, energy, transportation, and manufacturing, AI is permitted to make judgments in milliseconds. In contrast, human institutions operate on annual cycles of review and legislative amendment.
